It is known that change — is function of a civilization, information commercial crop, but not culture spiritual, humanitarian. It means that in the context of sociocultural design the most productive outlook — conservative, traditionally focused. The designer's task (especially at the level of development of federal and regional programs) — by means of the project to reach harmony of cultural habitat of the person — by preservation, rescue and a reconstruction of elements of culture as complete system (material, spiritual, technological, etc.).
Summing up some results of reflections about expediency and difficulties of a practical embodiment of the principle of optimum orientation to preservation and change in process of development and implementation of sociocultural projects and programs, we will note the following:
Therefore, within programs of cultural development of the prevailing there has to be an orientation to preservation (values, traditions, activity forms, etc.), i.e. to reproduction of culture as the complete and organic system including as equals last, real and future.
Therefore key concept when developing programs of support and cultural development is not development or revival, but preservation. Revival in exact sense of this concept — this restoration of the forms of social life capable to full creativity and intense activity in space "here and now". Today it is quite difficult, and in full it is impossible — anybody did not manage "to revive" the social institute (and the system of values corresponding to it) destroyed during historical metamorphoses yet. It is possible to restore only those structural forms of social life which to some extent correspond to today's system of values and are capable to solve the most urgent social problems — in this case the restored structures can be quite viable. Orientation to preservation removes a choice problem — what to revive, preserve, keep. And it is quite natural, because culture — it not so much the present, how many the past in which it finds the authenticity. Therefore, all historical legends, voices and texts of culture have to get equal chance to begin to sound today, to become the phenomenon of live culture in which space they will fight for our consciousness and support
Certainly, the innovative orientation of cultural programs is necessary today — one of the leading contradictions characterizing a modern sociocultural situation is the gap between the innovative potential of culture and mass ability of its development and use in daily sociocultural practice the low level of culture of production, the standard of work, the long period of adaptation of young specialists on a workplace, the growing discontent of members of society with the maintenance of a way of life and quality of life, a bad condition of the vital environment testifies To it (ecological destructions, the started cities, inconvenient apartments, the uncomfortable workplaces and so forth). Therefore, earlier developed ways of development of forms of cultural life relating to its less dynamic state became outdated, their critical revision and an exit to judgment, formation and distribution of the new socially significant cultural samples (activity, behavior, the relation to the nature, society, other people) corresponding to today's situation is necessary.
Thirdly, relevance of practical realization of the characterized principle is defined by dynamism of today's sociocultural situation, and also compensatory opportunities of preservation in the conditions of active modernization processes.
Thirdly, the principle of a personifitsirovannost of process and results of sociocultural design is under construction on perception of culture as the special inner world filled images, meanings, ideas, values, significant for the person, on understanding of problems of cultural development as certain contradiction between the cash and wished systems of values (which are lost and which need to be recreated). Thus the cultural norm needs to be considered in organic communication with its carrier — image of the specific personality (the historical figure, the contemporary who becomes in relation to audience of the project (i.e. to the carrier of this problem) the reviewer setting norm and a level of personal development, ways of permission of a problem situation. Experience of regional design shows that success of implementation of any project is defined by, at least, two factors: existence of idea, significant for a certain part of the population and its personified expression — the leader, being its carrier.
